1996 Chevy Cheyenne vents letting air in

The vents under the dash are letting air in when I drive. When i press the recirculate button nothing happens. When i drive faster the air comes in faster. What do i do?

the air is supposed to move faster when you go faster. that's because you are getting air from the outside of the car/truck. here is aschematic, you'll have to see if one of the actuators ar not working.
