1996 Chevy Cheyenne timing mark

1996 Chevy Cheyenne 6 cyl Two Wheel Drive Automatic

I just removed the intake to replace manifold gaskets. Foolishly did not mark distributor position. got no.1 piston up on compression stroke, balancer mark aligned with notch, rotor set to no. 1 wire, and doesn't start.
Question; There is a white dot on the c'balance ahead of the timing mark slot. Does this white dot serve any purpose related to timing .

It sounds like you have everything done correctly. You can reference the timing belt / chain mark section on this page to confirm. As far as the no start, is the engine firing at all? Does it backfire through the intake or exhaust? Have you checked for spark to the plugs and fuel to the injectors?
