How do you set or sequence the Rocker Arms adjustment when reassembling engine?

bring each cylinder up to tdc where both vavles are in the closed position. bring it down to zero, where you can just turn the pushrods with your fingers and all of the lash is out. Then turn 1 turn down. that's the adjustment.
