1991 Chevy Cheyenne Steering pump pully removal

How do you remove the power steering pump pully on a 1991 chevy cheyenne with a 4.3L engine. I tried to remove the shaft by using a 3/8" hex socket, but the saft seems to be stuck. I've tried turning the socket clockwise and also counterclockwise, but it won't budge either way.

Need special tool P/S pully removal tool maybe able to rent one from auto parts store
