1990 Chevy Cheyenne 4 wheel drive not engaging

Drive Train Axles Bearings problem
1990 Chevy Cheyenne Four Wheel Drive Manual

i have 1990 chevy and the front tires are not engaging into 4 wheel drive, i do know the front drive shaft is locking into gear. Also the 4 wheel drive fuse keeps blowing out. I do not know what is wrong with it, i have checked the wires that run into the front axle, they are good.
anyone know what this could be please help.
