wipers quit, fuse was blown, put new fuse in and it also blew????

There is obviously a short to ground in that circuit. I have to tell you, it's much easier to find the shorts when the fuse will always pop. Start by inspecting the wiring at the wiper motor, and work your way towards the switch.
