1967 Chevy Chevelle frozen rear brake

my old car has been sitting in the garage a very long time. when i tried to tow it one rear wheel was locked up. what steps should i take to fix this problem?

There's an inspection hole on the backing plate to retract the shoes-there's a special brake tool for it or use two small screwdrivers one to push the starwheel lever inward the other to turn the starwheel

Was the parking brake on? if so back off the cable adjustment under the car and see if that helps.Good Luck,Lou
