1989 Chevy Celebrity bad fuel compestion some times

i try to fix that problem by changing idle/mav/agr/coolant sensor and check engine lamp kept on and when test the control unit and that proble code is 23 and searched in the manual that problem because the mainfold tempreature is higher than 31- fehrenhaeit for three secound after engine start with 8 minyte howa can i solve that prpblem

23 is MAT maniflod absloute temp. on air cleaner canister. Only sets light when temp parameters are not met.
