I HAVE AN 84' CELEBERTY AND THE BELTS KEEP BREAKING I PUT A NEW BELT ON AND IT AND IT KEEPS SNAPPING THEM I KNOW I HAVE THE BELT ROUTING CORRECT ALSO THE HEATER DOESNT WORK

Remove the belt and be sure all accessories spin freely. Could be a bad bearing in an accessory that is locking up or letting the belt go out of alignment, causing a rub/break. Also look down the frront of the engine and see if anything is mis-aligned.
