Heater problems luke warm

I have a 89 caviler with 170,000km's. The problem I'm having is. The heater blows luke warm air.I've replaced the heater core, rad cause it needed to be, and thermo stat twice cause. I thought I bought a faulty thermo stat.
When you install the heater core if you mixed up the in and out coolant hoses. Will that make it blow luke warm.I'm not sure at the time if I mixed them up. Cause I can't figure it out, why it's not hot. Can anybody help?

Need to be sure the hot/cold blend door is working properly. It is under the dash in the plenum assembly

Another thought.
Is the A/C running at the same time. Look at the comperssor under the hood and see if the compressor is running. If it is, there is your problem.

My car doesn't have A/C so I don't think thats the problem.
