98 Cavalier doesn't start

Hello!
I have a 98 Cavalier, 2 door with approx 82,000 miles. I checked the battery - fully charged. It sounds like it really wants to start, but doesn't. Any suggestions?

Hello!
It is approx 9 below outside, so it has that slow, I'm trying to start sound (something is rotating sound). Is it possible the gas line is frozen? Should I add HEET (the yellow bottle)? Purchased it in May. The dealer did the 100+ check and replaced many items that were not at least 60%. This is the first time it has not started.

Yeah try to add that heet and then try to start it.
