2007 Chevy Cavalier My car failed a smog test due to NO and

Engine Cooling problem
2007 Chevy Cavalier 4 cyl Two Wheel Drive Manual 182xxx miles

The cooling system leaks, and I brought the car to be smog tested without fixing the leak. The thermostat was running at 75 % temperature, instead of the normal 15 %. Would this have created the failure in a car that had recently passe emissions?

An engine that's overheating and an EGR valve that's not opening will raise the combustion temperature and increase the formation of oxides of nitrogen.
