2005 Chevy Cavalier Rear Brake Problems

My rear passenger side brake grabs, sticks and sometimes drags when I apply them. The rera passenger side of the car also occassionally pulls down when it occurs, it is scary. You probably get asked this same thing quite often, I found out today it is very common from the searches I have done. I am only finding information for the 1990's cavalier not 2003,2004 or2005. Last week on my way to work I stopped in an alley and my brake tightened up and actually left a skid mark on the road. I had my brake drums and brakes pads replaced, adjusted the brakes and I still am having issues. My dad has worked on cars for years and even he doesn't know what the problem might be. He has even taken the brakes apart and put them back on after cleaning the drums. I had a 1998 Cavalier RS and had the same trouble for the 5 1/2 years that I owned it. I have taken both of them at some point to the chevy dealer and they always say it is rust on my drums or I was even told that the rain causes this problem. Basically it was a wasted trip. I love my car but I am completely frustrated with my brakes. I really hope you can help. Thank You.
