2004 Chevy Cavalier Steering Wheel

The CV joints are bad, could be one or both.
Inspect CV boots for cuts, tears, rips and grease leaking, if you see anything, the CV axles must be replaced.

Also check fluid level in PS pump and PS lines for leaks, but it is more than likely the CV axles.
