2003 Chevy Cavalier Ticking

My Car recently started ticking on me, its not the engine ( I don't think) the ticking will start when I turn the power on, it does not increase or decrease when rev'd. It just stays the same consistent quick paced tick. You can hear it clearly outside as well as inside the vehicle. Heck if I put my hand on the under dash I can feel the rhythm of the ticking, it sounds strongest on the left side of the vehicle some where around the steering console. Any Ideas would be greatly appreciated.

put your hand on the relays and see if that is what causing your noise. thats what it sounds like your problem is.
