2002 Chevy Cavalier

I can drive the speed limit of 45 MPH and the air conditioning works fine. Then when I sit at a red light or in traffic for more than one to two minutes, the car jolts and makes this weird humming noise with either the engine or air conditioning. The air then turns hot, then the longer you sit still, it will continue to become hotter and hotter with some sort of cycle. But if I pick up speed higher than about 20 or 30 MPH, then the air conditioning starts to become cooler again. I want to take it to the shop, but I want an Idea of how much this is going to cost and what the problem might actually be. Thanks in advance!
