2001 Chevy Cavalier 4 cyl Front Wheel Drive Automatic

My Cavalier 2001 the straut on the passenger side is turning when i turn my wheels to either the right side or left side do i need to change everything like the shock , straut, or just the bushing???

Not sure I understand, is the strut loose at the top where it bolts to the tower?
