2001 Chevy Cavalier Rear breaks lock-up

2001 Chevy Cavalier Two Wheel Drive Automatic

The car has 234000 km. I noticed during the last snow that the rear wheels lock-up very easy, even when the break pedal is pressed very lightly. It was not possible to stop the car on the snow covered road safely. The break drums and the shoes were replaced about two months ago. What could cause the breaks to lock-up?

Parking brake cable nay be adjusted too tight, or shoes are too tight. Remove drums and adjust.
