2001 Chevy Cavalier locking brakes

Why do my brakes only lock up when it rains and it stops once i press the brakes a few times?

The rotore and pads are grabbing because of the water.

The pads may be glazed, remove and inspect for glazing. Most pads will grab to some extent when wet, but not to the point of locking.
