2001 Chevy Cavalier fuel pump problem?

I recently ran out of gas when i had about an eighth of a tank...i later put about 4 gallons of gas and i got no response. I unhooked the fuel line at the fuel filter and tried to start the car, nothing came out of the line, Also when i turned the key over to on i could hear the pump turn on,like a humming sound for a couple of seconds. i believe the relay fuse is fine. 2 weeks before this happened i changed the fuel filter and it ran fine. one last thing is, i noticed that my car was idling a little on the rough side before this happened this is unusual...fuel pump has never been changed.

If you can hear the fuel pump for 2secs when key is at run and disconnecting the fuel filter not a drop -Replace the fuel pump.
