Is the head from a 1998 Cavalier interchangeable with a head on a 2001 Cavalier?

yes so long as it is the same size / type i.e. 2.0L SOHC or 2.2L DOHC etc..

Yeap, all that really matters is that is the same engine size/setup. Which tends to be the same for most year groupings. They will keep the same engine and chassis but fancy up the exterior.
