1999 Chevy Cavalier Power steering pump

I have a whinning noise when I step on the gas and when I turn my wheel. There are small spots of fluid in my driveway under where the pump is and some under over by my steering wheel. I try to keep the fluid full. When I turn my steering wheel when the car is park, I get a really loud whinning noise. Is a bad pump causing the leaks and the noises? Any thoughts would be greatly appreciated.

from the info. you have given, it does sound most like a faulty power steering pump. however, you will want to first inspect the power steering hoses to ensure none of them are damaged or loose and leaking fluid
