1999 Chevy Cavalier Fan speed only works on HI

The climate control in my car doesnt work on 1,2, or 3 speed, but does on 4.

I went to the dealership and they said to replace the relay. Any ideas where this relay is located?

Hi:
The relay is under the car's hood. I believe it's the passanger side. However, to me the problem sounds like the blower motor resister.

Let me know what you find.
