1999 Cav front end vibration

front end vibration at 17+mph, goes away at certain speeds but is present above and below, goes away completely when wheels are turned to the left past 11 o'clock. Present if trans is put in neutral at speeds above 17mph. Not present while revving in park or neutral or in drive with brake on. Can I get any help please?

Are the lug nuts tights?

Is ther a bulge or raised area in the tread surface of any of the tires?

I had new tires put on yesterday, all lugs tight, still same vibration. I am wondering if it could be a half shaft or wheel bearing?
