this car will not pass emissions testing. My husband is a mechanic and is getting very frustrated. He has replaced the thermostat but it is running cold and won't get up to temp to pass test.

your car may simply be running cold seing its so cold out, try running a thermostat that has a higher temperature rating to pass the test and then remove it when the test is done.
