1998 Chevy Cavalier P0420 Code

I am receiveing a P420 code bank 1 and have replaced the entire exhaust system including the exhaust pipe, cat converter, O2 sensors both before and after the cat converter and the muffler what else could be the cause of receiving this code?

check and see if there is any vaccum leaks on the engine. is this indicating a lean code?
