i cant locate the horn assy. to check it. the fuses are good but the horn still doesnt work. the cig. lighter doesnt work either. am i maybe missing a fuse block? 1 on the left dash and one under the hood?

the horn is located in the right front wheel well by the pcm. check for voltage there
