1998 Chevy Cavalier clicking noise when brake is pressed

When brake pedal is pressed most of the time I have a clicking noise that sounds like its coming from behind the instument panel. When it does make the noise the headlights and dash lights dim aswell?

Disconnect the brake light switch and see if dash lights work. (don't drive anywhere, just do this in garage).
