Does the abs keep the brake check light on? Or does that have any connection with why the brake park light stays on? i need to know if this can be fixed so i can pass state inspection in Texas

If I were you I'll check the brake switch-follow the brake pedal arm till it meets up to the brake support bracket you'll find it here. Unplug it and observe the light if its off -adjust or replace the switch.
