My daughters boyfriend was going to install a car alarm and when he touched the neg with a wire the lights keep flashing and wont stop no matter what we do unless we disconnect the battery. How can we get to stop

is it the alarm that is causing it. is it hooked up or is it the cars factory alarm doing it?
