1997 Chevy Cavalier Where is the Horn Relay switch?

1997 Chevy Cavalier 4 cyl Front Wheel Drive Automatic

I took my 1997 Chevy Cavalier RS Coupe to a mechicanic and they told me I needed to replace my horn relay however they told me they couldn't find it. I've been told by so many places that they can't find my horn relay that I have given up! I never had a manual for it I bought it used. I need to get my car inspected but it won't pass without a horn... This problem has gotten outta hand. Where is the relay switch at?

That link is for the owners manual, it's free, you just have to fill out their info. The owners manual doesn't give the location of the horn relay, at least I didn't see it.

I looked at a database for the location of the relay, it's supposed to be in the convenience center. The convenience center is usually located under the dash. If it isn't there, I don't know.

I just wanted to add, that wire that goes into the steering column for the horn, is just a ground.
