1997 Chevy Cavalier Hard to start

If I do not depress the foot pedal about 1/2 way the eng will just turn over and over and won't fire, and then it will run rough for a little bit as if clearing out. I've had the fuel pressure checked and that is fine, do you think the injectors are leaking down? Or?

THey should have checked for leak down when the fuel pressure was checked.

Is there any black smoke that comes from the exhaust when this happens and it finally starts? It sounds like it's getting too much fuel and requires the throttle plate to be open to get more air.

I haven't noticed any black smoke coming from the exhaust, and the check eng light does not come on, so it's not throwing any codes, From what I was told is that there isn't a port on the fuel rail to do a leak down test, the mechanic tested it right at the fuel incoming line.
