My wiper blades are stuck in the up position. What causes this and how easy is it to fix?

I can give you troubleshooting info for that problem, but, you have to do the testing. Easy is a relative term, not sure how to answer?

Key on, make sure wiper switch is in park position, then, take electrical loose from wiper switch, if wipers then park, replace wiper switch. There is more, if you want it?
