1996 Chevy Cavalier thief system

My cavalier wont start the thief system light on the dash keeps blinking before I could of lock the car up wait 15 minutes use the master key and it would start now nothing is working and I need my car please help!

Turn your car to the start position then leave the key on. Wait ten minutes or until the theft light stops flashing then turn key off then it will start. This will reset the theft system, but this usually means there is a problem with the igntion switch or cylinder. This is only a temporary fix.

I have a 97 Cavalier I bought used, with about 30k on it. I had the same problem the week I brought it home. It'd start for about 5 seconds and cut off. The Ford dealer I bought it from blew me off, said they didn't cover it.
I took it to a Chevy dealer, they replaced the PCM, still under warranty, but the problem returned in about a week or so. This time, they replaced the instrument cluster, I haven't had a problem since. It cost about $450 at the dealership. I couldn't find anyone outside of a Chevy dealer who'd deal with the anti-theft system and no one could disable it. I believe it's called Passlock.
