1996 Chevy Cavalier no power

when I am driving the car usually at higher speeds not always, the engine feels like there is not enough gas getting to cylinders. It causes hesitation in power like mini surges of power. There is no check engine light on. I recently had a tune-up to try to fix the problem and also one shop replaced the map sensor. I have tried fuel injector cleaner and I put a higher octane gas in but nothing seems to fix the problem. I need some expert advice. Please help unemployed female

Let me know what you find. Also, when they tuned the car, did they replace the fuel filter?
