1996 Chevy Cavalier IAC (Idle Air Control) Trouble

We have had a scan done on this car It is a z24 and the scan says the IAC might be bad, vacuum leak , or dirty connection to the IAC. I have checked all of the above, also I have replaced the IAC, voltage checks out on the IAC fine.
The Check engine light keeps coming on, the car sputters/hesitates, when Idling if revved up quiclkly then released, the idle fluctuates, for about 10 seconds then drops to normal idle. The car idles at about 1100rpm.
Any sugestions on what to check now?

The trouble code taht we were told was being read was P0507.

have you checked for a vacuum leak, is there any vacuum hoses pulled off
