1996 Chevy Cavalier Coolant problem

My car overheated and the coolant level is constantly low. I pulled the spark plugs and one of the cylinders was full of coolant. Could this be a cracked head or a head gasket problem?

could be cracked head or block, would need to remove head and have it inspected as well as the block.
