1996 Chevy Cavalier Brakes/electrical?

When i am applying the brakes to my car above 20 mph but no higher than 30 mph, i hear a rather loud chirp/clicking noise. My headlights will also flicker with each chirp (usually about 4 to 5 times) as i brake.

I tried some brief troubleshooting by sticking my head out the window while braking and i couldnt here it coming directly form the tires, and it does sound more centered to the engine area. Now i think it could be alternator, but i am not too sure. Is it, or should it, be the alternator?

Remove alt. and take it to any autoparts store and have it bench tested. Tester will measure output and if a bearing is bad you should hear it while testing.
