1995 Chevy Cavalier starter

Put a new starter on this car. Starter will not disengage after car starts up. It does not do this all the time but when it does you have to unhook the battery. This is the second starter we have tried. Any suggestions.

Bad ignition switch or possible shorted neutral safety switch. Next time it does it try unplugging the ignition switch. If the vehicle has or at one time had a remote starter. Check and disconnect it completely to rule that out.
