ok i have a 1995 chevy cavalier 2.3 L and i have been having a huge problem with the idle. its idling to high between 2 and 3 rpm's and it is also jumping. i asked many mechanics and went to many shops and they told me it was the air control valve. i bought it and replace it and it's still doing the same and i asked many people if it could be the throttle body sensor, but they keep saying it's that valve please help i need help desperately..

Are there any troublecodes? My info shows your obd 11, so you would need, at least, an obd11 code reader.

Can you look at the throttle valve, to make sure it is closed? Just take the airduct loose from the throttlbody, look and see inside, at the valve.

If you block off the air intake, is there any effect on the idle? There should be.

As far as the TPS, you can check the circuits. You don't have to start it, just turn on the key till the dash lites come on. Use a dmm backprobe the dark blue wire at the TPS. Without touching the throttle the voltage should be around 1 volt maybe a little less. The voltage reading should move up and down smoothly as you move the throttle. The voltage reading goes up when you open the throttle and goes down when you close it. The gray wire is ref voltage and the black wire is ground.
