1995 Chevy Cavalier loud whining noise from engine

i have a 1995 chevy cavelier and when I drive over 60 the engines is really loud and almost doesnt seem like it wants to move any faster. Also i just got the oil changed and whenever i press on the brake the oil light comes on?
