The normal horn switch on the steering wheel, is just a ground for coil side of the horn relay. I don't know how they wired the toggle?

You can do some testing at the horn relay, unplug the relay, use a jumper on the terminals for the switch side of the relay. The horn should honk like crazy. You should probably use an inline fuse on the jumper.

The cig fuse supplies voltage to both the coil and switch side of the horn relay. That circuit to the fuse should be hot all the time. There would be two hot terminals at the relay.

You need to do some testing, find out what is going on? If you fool with the steering wheel, you need to be careful about the airbag, where applicable.
