You also need to check for voltage on the fuse circuit. Even if the fuse is good, if no voltage on the circuit, the circuit is dead. You see the int lamp fuse, the circuit goes hot when you turn on the headlamp switch, check for voltage on the fuse circuit. The gray wire from dimmer module carries voltage for instrument lamps.
