1994 Chevy Cavalier 4 cyl Front Wheel Drive Automatic

My oil bolt came loose and sprayed oil all over my starter. This guy I know said that I fried my starter and put a new starter in. There is a bracket that goes on the starter, and he said that it did not need to be on for the car to start. Does anyone know if the bracket does need to be on in order to start?
