1993 Chevy Cavalier headlights/dashlights and blower motor

when it is cold outside and i am driving my headlights and heater blower motor fades in and out kinda like a flashlight does when batteries are getting weak. i have replaced alternator headlight switch bround wire to battery new fuses new belt and still nothing they almost go off but stay on could it be a computer problem?
