1993 Chevrolet Cavalier 2.2

1993 cavalier Major problem. I live in PA it gets HOT in the summer and COLD in the winter I absolutely need heat and a\c. The heater gets hot and the a\c gets cold. But the it does not blow hard. On the lowest selector you cannot feel any air comming out of the vents but I CAN hear the can come on. I have taken the blower motor out and cleaned it. On highest speed the air does come out of the vents but it is very slow. My grandma owns a 2001 cavalier and the lowest speed with her heater Greatly surpasses the highest on mine. To say the least the fan does not blow hard enough to keep the inside warm in the winter, or cool in the summer.
