1990 Chevy Cavalier Turn signals dont blink but emergency f

I have checked all fuses and the relay, from the relay to the lights is all the same wiring. The emergency flashers work perfectly but when i try to use a turn signal the lights come on with out blinking. I have replaced the turn signal switch twice and am thinking it is a short somewhere in the wiring harness that the signal plugs into? Both times i replaced it the turn signal blinked properly for a few minutes then quit. I really need to pass an inspection PLEASE HELP!!

Maybe there is a different flasher for the turn signals? We can check the turn signal wiring circuit, if you want?
