89 Cavalier Z24 Idle at 3500, throttle cable not stuck, unplugged throttle position and drops to 2000.

How is it running at 3500. Vac Leak? Cant find one, all lines checked already

Could be the IACV not targetting the idle speed try cleaning it and see what happens
