Cooling fans wont come on.

I have a 95 Chevy Caprice with the 9C1 package. It currently has 134,000 miles. The cooling fans wont come on, and then engine will start to over heat as a result. I replaced both the primary and secondary relays, as well as the plug assembly off of the water pump. When I pull the connecter out of the water pump, the fans kick on, but the check engine light pops up. Any ideas?

Could be the coolant temperature sensor test it cold and hot not to specs-replace it or the computer is not energizing the relay.

Usually theres a power wire running from the fuse box under the hood where the relays sit the mechanics that work on the police package caprices run this wire so that when the vehicle ignition is turned the fans automatically come on.
