1995 Chevy Caprice runs but a/c, windows, speedometer wont

the motor will start and run but the air conditioner, the windows or the speedometer will not work.

I may be mistake but to my knowledge there is a fuse panel under the hood, check the fuses for a blown fuse. If you don't have one under the hood check the fuses under the dash to see if any are blown. If there is not check to see if the panel is getting power from the battery. the egine runs on a different circuit than the instraments and accessories.
